77 more bodies of flood victims recovered; other details; deliberate Indian negligence (Breaking News)

Kathmandu, 21 Aug: Bodies of 77 more flood victims were found downstream in Bihar Thursday, radio and television reports said.
Twenty-seven bodies were found downstream Wednesday.
Prime Minister Pushpa Kamal Dahal Prachanda appealed for international assistance to repair the damaged Kosi barrage and help victims of Nepal’s worst flood disaster in recent years as Nepal and India trade accusations for neglect in maintaining Kosi barrage.
Two Nepali water resources experts who didn’t want to be identified by name said India deliberately neglected the maintenance of the Kosi barrage, embankments and spurs leading to the floods, deaths and destruction of property and damage to infrastructure.
“They wanted to send a message to the government that the Kosi high dam should now be constructed. Kosi barrage is old and has lost its utility,” the said.
Sunsari residents said over television Thursday they had warned the local administration of the impending disaster one month ago.

Three parties sign code of common minimum programme (Breaking News)

Kathmandu, 21 Aug: CPN (Maoist), CPN-UML and MJF Thursday night signed a common minimum programme and a code of conduct for ruling party members after intense haggling.
“The way has been paved for the formation of government Friday,” CPN-UML General Secretary Jhalanath Khanal said.
